  1. The quality of doctoral research has long been debated in the field of public administration, along with discussions about the need for improved methodological preparation. What is lacking, however, are discussions in public administration pedagogy about conceptual understandings regarding the use of computer-aided qualitative data analysis software (CAQDAS), pedagogical strategies, and student and faculty perspectives and experiences about the use of such software programs. This article attempts to fill this gap by focusing on ways in which CAQDAS can be integrated into doctoral public administration education, the possibilities and limitations of such software, and strategies that faculty and students can use in teaching and employing such software. We also draw on lessons learned from a collaborative research project that used a qualitative data analysis software program.

Catastrophic disasters affect not just the areas/regions and countries where they strike, but also have transboundary effects and repercussions on neighboring countries, which often serve as receiving areas for displaced survivors. South Florida, for example, served as a receiving area for earthquake survivors after the 2010 Haiti earthquake. To understand the transboundary sociolegal impacts on host communities, we draw theoretical insights from research on transboundary crises and interviewed key members of school districts, city and county governments, non-profit organizations, relief task forces, the Haitian-American diaspora, and local government agencies. We also looked at relevant plans/policies modified by governmental and non-governmental institutions in response to the legal issues that arose. The findings highlight the manner in which street-level workers in state and non-state organizations deal with legal complexities and ramifications, along with the role played by the Haitian-American diaspora actors and their networks.

  3. Hurricane Katrina has spawned a great deal of research on various issues, including problems and failures in disaster preparation, response and recovery. Less attention has been paid however, to scholarly analyses of policy learning and change with regard to post-disaster housing. The focus of this paper is to fill that gap by analyzing the extent of policy learning and policy changes adopted after Katrina, and by examining the response three years later to Hurricane Ike. We reviewed key legislation and used theoretical insights drawn from the policy literature as a framework for examining post-disaster policy changes and outcomes. We find that as a policy issue, post-disaster housing continues to be a ‘wicked’ and ‘messy’ policy problem, exacerbated by unrealistic expectations of governmental agencies, and characterized by a weak advocacy base. To this end, we offer some policy and planning considerations in our conclusion.
